My Lord,

I have the honour to report that the medical Officer of His Majesty's Consulate at Swatow, Fr. Henry Layng, M.R.C.S., certified to His Majesty's Consul on July 24th, that the port and district of Swatow were free from any epidemic of bubonic plague, and authorized the issue of clean Bills of Health for "Port and District".

Mr. James Scott, His Majesty's Consul, states that since July 1st, there has not been a case of plague in Swatow, but that during the prevalence of the disease no effort was made by the Chinese Authorities to combat its progress or alleviate distress.

The Governments of Hongkong and of the Straits Settlements have been duly notified by Mr. Scott.
